Captain Douglas Rice currently leads campus safety operations, executive protection programs, and special events as a Captain with The University of Texas at Austin Police Department. Captain Rice began his career with the Austin Police Department (APD) in 1997, following his service with the United States Army. A law enforcement executive with 29 years of experience, he has extensive expertise in public safety, criminal investigations, special operations, and organizational leadership. In his current role, he provides strategic oversight of operational planning, policy development, compliance initiatives, and high-profile security operations that support the university community.
During his time with APD, Captain Rice served in a variety of specialized roles, including Homicide, the Gang Unit, Narcotics, and SWAT. After retiring from APD in 2020, Captain Rice continued his service with the Texas Attorney General’s Office Prosecution Assistance Team before moving to Professional Standards.
Throughout his career, Captain Rice has led complex law enforcement operations, supervised criminal investigations, coordinated special operations assignments, and managed critical incident and emergency response efforts. His experience spans patrol operations, investigations, executive protection, emergency management, personnel development, and strategic planning. Known for his collaborative leadership style and commitment to professional excellence, Captain Rice is dedicated to advancing public safety practices and ensuring a safe and secure environment for the university community.
