For the 2025 Complaint statistics, Allegations are not reported as a separate category. Each complaint represents an allegation.

This information reflects complaints received by UTPD and the findings resulting from administrative review or investigation. Complaints may be submitted by members of the public (External) or by UTPD employees (Internal). Each complaint is reviewed in accordance with department policy, and findings are determined based on the evidence gathered during the investigative process.

Complaint: A communication from any person expressing dissatisfaction regarding a department employee and/or the department’s policies, procedures, or practices.

Allegation: A claimed violation of department policy. (Prior to 2025, a Complaint could include more than one Allegation.)

External: Complaints received from individuals who are not employed by UTPD. This may include students, staff, faculty, or visitors.

Internal: Complaints filed by current UTPD employees.

Sustained: The allegation is supported by sufficient evidence.

Not Sustained: There is insufficient evidence to prove or disprove the allegation.

Unfounded: The investigation determined the allegation was false or not factual.

Exonerated: The incident occurred, but the employee’s actions were justified, lawful, and proper under the circumstances.

2024 Complaints, Allegations, and Findings

For the 2024 Complaint statistics we have adjusted our format. We are no longer using subcategories (students, faculty, staff and citizens) for external complaints. Due to some complaints not specifying whether they are students, faculty or staff, and others being anonymous, we have consolidated to only an external category for more accurate data.
